Philippines, Qatar Sign Deals on Anti-Human Trafficking, Climate Change, and More

The Philippines and Qatar made significant moves in their bilateral relations through the signing of nine pivotal agreements during the state visit of Sheikh Tamim bin Hamad Al Thani to Manila on Monday, April 22, 2024. The Qatari emir arrived in the country on April 21, 2024, for a two-day state visit. The agreements encompass a wide range of sectors, including human trafficking, seafarer welfare, tourism, sports, and climate change.

These are the nine deals, including one agreement and eight Memorandum of Understanding (MOU), signed by Marcos and the Emir:

A key highlight of this diplomatic milestone is the Memorandum of Understanding aimed at combating human trafficking. This MOU signifies a mutual commitment to advance labor protection, facilitate the exchange of legislative expertise, and enhance public awareness of human trafficking issues. It underscores both countries’ dedication to identifying and implementing joint projects to combat this global challenge.

Memorandum of Understanding between the Philippines and Qatar on mutual recognition of seafarers’ certificates

Another significant agreement is the mutual recognition of seafarers’ certificates, which is in line with the International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers (STCW Convention). This MOU, between the Philippines’ Maritime Industry Authority (Marina) and Qatar’s Ministry of Transport, ensures the validation of seafarer certifications, fostering greater mobility and career opportunities for seafarers from both countries.

Memorandum of Understanding between the Philippines and Qatar on technical cooperation and capacity-building on climate change

The collaboration extends to climate change, with both nations agreeing to enhance technical cooperation and capacity building. The MOU between the Philippines’ Climate Change Commission and Qatar’s Ministry of Environment and Climate Change aims to promote transformative climate action in line with the Paris Agreement of 2016, focusing on mitigation, adaptation, technology transfer, and public awareness.

Sports cooperation also received a boost, with an MOU designed to facilitate exchanges between sports federations, share expertise, and potentially co-host sports competitions. This agreement paves the way for strengthening sports diplomacy and fostering goodwill through athletic exchanges and events.

Memorandum of Understanding between the Philippines and Qatar in the field of tourism and business events

Tourism and business events are another area of strengthened cooperation, with both countries aiming to increase tourist flows, encourage investment, and collaborate on international tourism forums. This MOU seeks to capitalize on the mutual benefits of tourism development, enhancing the travel experience and economic opportunities between the Philippines and Qatar.

Youth engagement and development are also prioritized, with an MOU focusing on promoting cooperation between youth organizations, facilitating exchange programs, and supporting youth employment and entrepreneurship initiatives. This agreement highlights the importance of empowering the younger generations and fostering cross-cultural understanding and collaboration.

Agreement between the Philippines and Qatar on the waiver of visa requirements for holders of diplomatic and special or official passports

Additionally, the waiver of visa requirements for holders of diplomatic and special/official passports will facilitate easier travel for officials on missions, fostering greater diplomatic engagement and streamlining official exchanges between the two countries.

Based on data from the Department of Tourism, the Philippines received 10,438 visitor arrivals from Qatar in 2023. For 2024, visitor arrivals have reached 3,784 from January to April as of April 20.
